Population does not equal survival count.

Population reports show how many coins have been certified by a grading service, not how many coins exist. Counts can be affected by resubmissions, crossovers, upgrades, crack-outs, variety attribution changes, old holders, and changing collector demand. Use population data with market price, mintage, survival estimates, eye appeal, CAC approval, and recent sales before drawing conclusions about rarity.
